The son of the late Arnold G. Tolson Sr. and Inez Gray Tolson of Manteo, Dean is a true native of the Outer Banks. Dean’s father was a veteran of WWII and a local businessman who instilled in him the principles of being a public servant. Dean is a graduate of Manteo High School and earned a Bachelor of Science Professional Degree in Criminal Justice from East Carolina University where he graduated with honors and was recognized as an All American Scholar.

Dean interned with the North Carolina Attorney General’s Office and started his career in Dare County as a Probation Officer. During his tenure as a Probation Officer Dean was named Officer of the Year in 2008 for District 1. He developed strong relationships with federal, state and local authorities and has worked with court systems across the country.

On November 1st 2013 he was appointed Dare County Clerk of Superior Court by the Honorable Chief Resident Superior Court Judge Jerry R. Tillett to fulfill the remainder of Merlee Austin’s term. He has worked diligently since taking office and has earned the respect of everyone in the court system.

Dean is married to Heather Fullmer Tolson and they have three children, Josh, Gage and Alissa. They reside in Manteo and their children attend Manteo High School and Elementary School. Dean is active in coaching youth baseball, a board member at Manteo First Assembly of God, a Mason and has donated his time to many different charities. Dean is honored to be your Dare County Clerk of Superior Court.

Biography

On November 1st 2013 I was appointed as your Dare County Clerk of Superior Court. For the past 19 years I have been an officer of the court and served Dare County with a servant’s heart. Being a native of the Outer Banks I have seen the many changes our community has undergone and understand the demands it has placed on our judicial system and your Dare County Clerk’s Office.

The Clerk’s Office is the essential hub of all judicial proceedings. My education, extensive experience within the judicial system and proven leadership abilities have made my current term as your Clerk a success and confirms my candidacy as the incumbent for the upcoming election.
I have been professionally trained in all of the judicial powers of Clerk and have put my skills and abilities to the test by presiding over many hearings, making judicial decisions on a daily basis and strengthening the offices relationship with the community. Since taking office I have taken a proactive approach to leading this office and have made many accomplishments, including:

  • Serves on the Legislative and Joint Bar Task Force
  • Appointed to serve on the Community Corrections Advisory Board for a 3 year term
  • One of 4 counties to have Remote Interpreting Inc. T3 on demand interpreting system
  • Established a satellite office in Buxton for emergencies
  • Developed a website to increase public access
  • Increased office security
  • Developed policy and procedure for the office
  • Developed and implemented an Alcohol and Drug Free Workplace Policy
  • Established new divisions for better efficiency
  • Improved customer service
  • Strengthened relationships with the legal field and law enforcement
  • Became the 7th County to accept credit cards for payment
  • Worked on establishing an ATM onsite
  • Certified Criminal Justice Instructor for over 17 years
